David Garza is the president of the Monterrey Institute of Technology, a prestigious private university in Mexico. David Garza has held leadership positions at Monterey Tech for 35 years, including as president of the Monterey campus, director of the San Luis Potosi campus, and dean of the College of Engineering. He has played a key role in leading academic innovation initiatives at the university, most recently leading the design and implementation of the Tech21 education model across 26 campuses and 6 schools.
He also oversees the University of Tecmilenio with 33 campuses and nearly 60,000 students, two academic medical centers and TecSalud, a health system that more than 75,000 patients encounter each year.
He is the past president of APRU's Steering Committee, the President's Council of People's Universities, the World Economic Forum and the Edison Alliance Advisory Council of Citivanamex. Dr. Garza has served on conference committees and national and international committees in industry and academic societies. He has been a speaker at events in over 20 countries. He is the author of several articles and has worked as a consultant on various business projects. He received his bachelor's degree in computer science from the Monterrey Institute of Technology and his doctorate in the same field from Colorado State University.

Using AIEd to bridge the educational gap in education exacerbated by COVID-19
High-Touch High-Tech (HTHT) education, as the name suggests, has two different elements and goals. High Tech refers to the use of cutting-edge technology, particularly customized education technology using artificial intelligence in education (AIEd). These technologies provide diagnostic technology that confirms the student's existing knowledge and educational content appropriate for the diagnosis. Therefore, students can arouse interest in education by learning at their own level and pace. Teaching and learning at the right level (student level) is the most cost-effective way to promote education, according to experts and policy makers at the 2020 Global Education Evidence Advisory Panel.
A direct complement to the High Tech element is the High Touch element provided by teachers. Using continuously updated software-provided data, teachers can tailor instruction to each student. In addition, with the help of High Tech, teachers can have more time to lead active, interactive and collaborative learning experiences, such as project-based learning that fosters higher-order skills. Closer communication and interaction between teachers and students, and between students and students, develops essential and valuable social-emotional skills in the era of the Fourth Industrial Revolution.
The HTHT 2021 Conference (HTHT 2021) provides a venue for various members of the HTHT ecosystem to gather together and collaboratively deliberate on how to use AIEd to address the education gap aggravated by COVID-19.
